This case study documents how Canary supported the Southeast Asia Freedom of Expression Network (SAFEnet) to monitor YouTube for tobacco content, identifying more than 2,300 tobacco-related videos. This evidence of advertising violations under Indonesia's online tobacco ban led SAFEnet to flag content through YouTube's Priority Flagger program, resulting in enforcement action in the majority of cases, though inconsistent outcomes across similar content revealed the limits of platform self-regulation and the need for continuous government-led monitoring.
